- Be a Virginia resident.
- Be at least 18 years old to drive within Virginia.
- Be at least 21 years old to drive interstate.
- Already hold a valid, noncommercial Virginia driver's license.
As part of your application, you'll need to submit:

- Proof of your age and identity.
- Proof of your Social Security Number.
- Proof of your residency in the state.
- Certified medical documents and paperwork.
